The problem

Most AI consoles weren't built for agent operators.

Skills are first-class objects.

A skill in Agent Builder is a structured procedure with named inputs, explicit reasoning steps, typed outputs, source citations, and a version history you can roll back. Skills are written in natural language, tested against real documents, and portable across agents.
